Gulf of Tonkin Resolution

By a vote of 98-2, the Senate passes the Gulf of Tonkin Resolution, empowering the President to "take all necessary measures to repel any armed attack against the forces of the United States and to prevent further aggression." Two senators vote against this resolution, which permits the buildup of American troops in Vietnam: Wayne Morse of Oregon and Ernest Gruening of Alaska.
