One hundred New Yorkers, most of whom were Vietnam or Vietnam-Era veterans, were named by Mayor Edward I. Koch to served on the New York Vietnam Veterans Memorial Commission resulting in the dedication of the memorial in 1985. The co-chairs of the commission were investment banker Scott Higgins and real estate developer Donald Trump. The core of the commission was its Executive Committee:
